If you care about output quality first, Veo 2 is the pick — physics, fluid simulation, multi-character interaction all genuinely better than Sora and Runway in head-to-heads. The cost ($0.50/sec) is steep for hobbyists but reasonable for production. Limitation: API access has been gated and rolled out slowly; getting consistent throughput requires Vertex AI quota requests. Kling 1.6 wins on cost; Veo wins on quality.
